Steven was born in Drexel Hill, PA, to Robert and Harriet Florio. He attended Pennsylvania School for the Deaf and Model Secondary School for the Deaf. Steven went on to receive his BS in Accounting from Gallaudet University and later his MS in Nonprofit Leadership and Management from Northeastern University.

Steven is someone who loved sharing ideas with others and was a well-respected leader and advocate whose passion was to elevate the quality of life for the deaf community. Steven was formerly employed at Global Technical Communications, LLC as Vice President of Government Affairs, Commissioner for Massachusetts Commission for the Deaf and Hard of Hearing in Boston, MA, Executive Director for Rhode Island Commission on the Deaf and Hard of Hearing in Providence, RI, and JP Morgan Chase in DE. Steven spent his childhood years in Broomall, PA.
